Carolyn McMahon is strategist and researcher with CHM Impact Consulting, working at the intersection of consumer financial health, fintech, payments, and policy. For the Digital Fiat Currency Institute, she serves as Acting Executive Director and oversees global policy & standards. Carolyn also serves as Rapporteur for the ITU FG DFC Working Group: Regulatory Requirements & Economic Impacts. Her practice leverages human-centered design and qualitative data analysis to inform strategic institutional decision-making and learning. Carolyn advises fintech firms and works with Glenbrook Partners as an Inclusion specialist. Select collaborations include The Financial Inclusion Global Initiative (FIGI) with The Bill & Melinda Gates Foundation, the World Bank Group, the ITU, and the Bank for International Settlements CPMI, and the ITU’s Focus Groups on Digital Financial Services (DFS) & Digital Fiat Currency (DFC).
Previously, Carolyn managed the Fletcher Leadership Program for Financial Inclusion for financial regulators and served as an Innovation Strategist for Commonwealth, where she led the organization’s work on mobile financial technology for underserved Americans. Carolyn holds a Master’s degree in Development Economics and International Negotiation from the Fletcher School at Tufts University and a B.A. in Peace and Conflict Studies from the University of California, Berkeley.
